CL Survey served as a key subcontractor on Phase 1 of the City of San Diego’s Pure Water Program, providing comprehensive construction surveying services for the North City Pure Water Facility and Pure Water Pump Station. Our work included geodetic, topographic, cadastral/boundary, LiDAR scanning, and construction staking services to support the installation of approximately 8 miles of 48-inch welded steel pipeline and associated infrastructure. This also included surveying support for six trenchless tunnel crossings and a new dichlorination facility, which was constructed from cement mortar masonry and equipped with dual 4,000-gallon chemical tanks, feed pumps, analyzers, ventilation systems, and chemical dosing infrastructure.

The Pure Water Program is a multi-billion-dollar initiative designed to supply up to one-third of San Diego’s water demand by 2035 using advanced water purification technologies. Phase 1 alone will deliver 30 million gallons per day (MGD) of purified water and include extensive infrastructure development across the city. CL Survey’s precise surveying services played a critical role in facilitating construction accuracy, safety, and compliance on one of the largest and most ambitious water reuse projects in the nation, which enhances regional drought resilience and reduces dependence on imported water.
